Something to note based on building something similar a few years ago.
Make sure that your process allows for updating the updater on the client machine.
You can normally do this centrally.

Is this more like reading binary data? If you know the field types of each record then it should be possible to READ the file under Gambas. There is an database ATTACH function in SQLite but it does not seem to be implemented in Gambas. If the changes are made on your server DB then you would have a Date changed or a Boolean flag to say that a value is changed and a unique identifier that is consistent between the server and local table...
